Early life and education
Ingraham was born in Glastonbury, Connecticut, to Anne Caroline and James Frederick Ingraham III, and it was there that she spent her childhood. Her paternal grandfather came to the United States from Poland, while her paternal great-grandparents came from Ireland and England. She received her high school diploma from Glastonbury in the year 1981.
Dartmouth College awarded Ingraham with a Bachelor of Arts degree in the year 1985. Following that, she received her legal education at the University of Virginia School of Law, where she served as a notes editor for the Virginia Law Review.
