It came as she called on Russia to pay World War II style reparations to Ukraine to help rebuild the war-torn nation.

The Former Foreign Secretary will reopen the 2021 integrated defence review to make sure our military is ready for any future threat.

A lightning-quick review will be done by the end of the year to see if more cash is needed for “strategic capabilities” and to boost our national security.

Gearing up the international community to take the fight to rogue states, she will say: “The commitment to hope and progress must begin at home – in the lives of every citizen that we serve.

“We want people to keep more of the money they earn – because we believe that freedom trumps instruction.

“The free world needs this economic strength and resilience to push back against authoritarian aggression and win this new era of strategic competition.”

The PM suggested that Moscow should help foot the massive repair bill for Ukraine by reaching into its own coffers.

Asked if there was a realistic chance of Russia coughing up, she told Channel 5 News: “There has been grave damage caused across Ukraine.
