Justice Secretary Dominic Raab will introduce the change following a recommendation from a recent independent report on terror in prisons.
Hashem Abedi, the brother of Manchester Arena bomber Salman, is understood to have been kept in a separation centre over radicalisation fears.

The worst extremists will be placed in one of the country’s three separation centres.
Mr Raab said: “With more and more terrorists being convicted and jailed for longer, we must prevent the most dangerous terrorists from radicalising the rest of the prison population.”
