I’m so self-conscious about it that I’ve reached the age of 31 without ever even kissing a woman, let alone having a full sexual relationship with one.

What counts is the man and what he does with it. It’s normal to have veins on your penis, so don’t be self-conscious.
As for your inability to pull back your foreskin, you may have something called phimosis.
