SECRET court rulings on a twisted teenager who killed his stepbrother should be published, a campaigner has insisted.

Former Lib Dem MP John Hemming says the public have a right to know why Craig Mulligan was allowed home five days before he murdered Logan Mwangi, five.

Mulligan’s stepdad John Cole, 40, and Logan’s mum, Angharad Williamson, 31, petitioned the family courts for custody of the then 13-year-old.

Mr Hemming said: “The public have a right to know what information judges had and what decisions were made

“The most important thing is that lessons are learned, and lessons can’t be learned if information isn’t available so it can be properly discussed.”

Mulligan, 14, Cole and Williamson were last week jailed for life for Logan’s murder last July in Bridgend, South Wales.

By the time Mulligan was taken from his mother, he was already a “complex, troubled and violent boy”, prosecutor Caroline Rees QC told his trial.

He was placed with foster families, with one describing how he made their lives a “living hell” for the several weeks he lived with them – and how they became “terrified” of him.

They said he made repeated threats to kill them and injured their daughter, the foster mother and their dog.
